Debian have now taken ownership of the shadow package.

shadow-UID_GID.patch: The usermod.c chnages have been applied, but the useradd.c changes are still needed. (Updated patch http://www.diy-linux.org/downloads/patches/shadow-4.0.18.2-useradd-fix-1.patch)

xstrdup.patch: This patch is still needed.

Also the url on http://archlinux.org/packages/13382/ points to sed, not sure where that came from.
