Upstream issue:

This was solved in Debian/Ubuntu by creating a user for fwupd:
https://github.com/fwupd/fwupd/issues/3037#issuecomment-1239428347
https://bugs.launchpad.net/ubuntu/+source/systemd/+bug/1969976

Alternatively, the systemd unit file can be patched to remove the DynamicUser line.

Steps to reproduce:
# systemctl restart fwupd-refresh.service
