Description:
VPN config dialog for strongswan doesn't work in Gnome Settings.
Apparently the cause of this issue is that libnm-gtk4-vpn-plugin-strongswan-editor.so is missing in Arch's networkmanager-strongswan-1.6.0-1 package.
According to https://docs.strongswan.org/docs/5.9/features/networkManager.html#_frontend it needs to be built with GTK4 support (--with-gtk4).
As a workaround, I've copied libnm-gtk4-vpn-plugin-strongswan-editor.so from Fedora's NetworkManager-strongswan-gnome-1.6.0-3.fc38.x86_64.rpm package and it helped.

Additional info:
* package version: 1.6.0-1

Steps to reproduce:
Try configuring strongswan VPN using Gnome Settings.
