Launching steam in big picture mode at least gets games playable since library browsing etc works, but chat is still broken there. Works after installing libibus.

Yes, libibus must be installed.
Without it, steam has black screens on all tabs.

I can confirm adding libibus as dependency fixes the issue.

This bug seems to be stalled for some reason. Is there some complication that needs to be addressed, or anything that needs to be done to proceed? Or is there perhaps an alternative workaround that is preferred?

My findings: This issue has been 100% reproducible for me with the non-beta release version of the steam client, and the suggested fix seems correct. Installing libibus consistently resolves the problem and does not seem to have any side-effects on my system.

Also, I disagree with the "low" severity that is currently assigned. For me, steam-native is unusable without this dependency (cannot browse, manage, play, or purchase) and the workarounds suggested in the wiki are ineffective. It is also not obvious what the problem is to users experiencing this issue, so finding the remedy is very difficult unless they find this bug report. This seems like a high severity issue to me.
