Description:

After running a full system update Tor is no longer starting with an "undefined symbol: evutil_secure_rng_add_bytes" error. A cursory glance with `strings` doesn't show this as exported by libevent-2.1.so.7, part of libevent 2.1.12-2

Additional info:
* tor 4.7.8-1
* libevent 2.1.12-2

Steps to reproduce:
1. Install libevent 2.1.12-2 and tor 4.7.8-1
2. Attempt to start tor through systemd
