Does gwenview not run without it?

It absolutely runs without it, but won't open HEIC images without kimageformats and libheif. Since the largest smartphone maker has decided this is the new standard, it seems like a sensible default.

So then is *is* optional, not required.

Not sure what use an image viewer is that doesn't open images.

Ah, so this is a case of "my use case is the only one!"
