The current PKGBUILD is sourced from http://openlab.ring.gr.jp but is not currently updated.
Here is a quote from http://openlab.ring.gr.jp/skk/dic.html

Please update it to use the dictionary at https://skk-dev.github.io/dict/.

I was going to report it as an Out-Of-Date, but the text got too long, so I reported it as a bug.
