Description:

It appears that python-certifi should be a dependency for python-matplotlib

grep certifi /usr/lib/python3.8/site-packages/matplotlib-3.3.2-py3.8.egg-info/requires.txt

certifi>=2020.06.20

This may be an upstream documentation issue and I have reported it https://github.com/matplotlib/matplotlib/issues/18762
