Summary and Info:

The man pages (and maybe other things) in the pacman release tarball
use the sysconfdir of /usr/local

This does not occur in pacman-git. So maybe this bug occurs in
make distcheck or someone just used the wrong flags when releasing.

tar -xf pacman-5.1.2.tar.gz
man pacman-5.1.2/doc/makepkg.8

I forgot to note that because the pkgbuild uses the same tarball, the pacman package
in the repos also has this bug.

The manpage sources are fine, it depends on the call to ./configure, but the prebuilt tarball was built with --prefix=/usr/local

This is a packaging, and possibly a release engineering, bug -- not strictly a pacman bug. Also, it is already discussed in https://bugs.archlinux.org/task/61589
