The man pages (and maybe other things) in the pacman release tarball use the sysconfdir of /usr/local This does not occur in pacman-git. So maybe this bug occurs in make distcheck or someone just used the wrong flags when releasing. in the repos also has this bug.
This is a packaging, and possibly a release engineering, bug -- not strictly a pacman bug. Also, it is already discussed in https://bugs.archlinux.org/task/61589
