We've never enabled the mkvinfo gui, there is no separate executable and it doesn't bring much to the table compared to using cli mkvinfo, looks like the desktop file changed names and wasn't removed anymore. If you really need a gui, please consider mediainfo instead, just pushed an updated mkvtoolnix without the desktop file.
