We don't generally provide split packages "just because", however, building ruby and python support seems reasonable.

I will enable it in the next release. It's not much work and I don't think that it will bloat the package that much. So there is no need for a split-package. Therefore users who install strongswan without using VICI shouldn't have an disadvantage.
