Description:
atom always uses the QWERTY keyboard layout for "ctrl + xxx" shortcuts instead of the configured keyboard layout (AZERTY in my case)

Additional info:
* atom: 1.12.7
* gnome: latest


Steps to reproduce:
- configure AZERTY keyboard layout (with Gnome in my case)
- install atom
- try keyboard shortcuts like ctrl + A/Z/Q/W in the text editor
- it always uses the QWERTY layout instead of AZERTY

I rollbacked to Atom 1.12.6, and the ctrl + xxx shortcuts work properly.

I am experiencing the same issue on a German keyboard layout. Interestingly, the layout itself is not wrong. Only the combination with CTRL causes this issue.

Using the English Colemak layout. Atom 1.12.6 is OK. I've downgraded to that version, added atom to IgnorePkg in pacman.conf, and now CTRL shortcuts work.

electron-1.4.12-2 wasn't available when I updated Arch earlier today, but now it is and the latest Atom works.
