Description:

The systemd service for cpupower and generally the whole application fails to start after the recent update to cpupower 4.6-2.

The error is as follows:
cpupower: /usr/lib/libpci.so.3: version `LIBPCI_3.5' not found (required by cpupower)

Probably the newest cpupower requires pciutils 3.5.1, which is still in testing repo. Users who don't use testing repo will get an error message during boot, and generally not working cpupower package.

Steps to reproduce:
After update restart computer and:
- check 'systemctl status cpupower'
or
- run 'cpupower frequency-info'

You should get this error:
cpupower: /usr/lib/libpci.so.3: version `LIBPCI_3.5' not found (required by cpupower)
