I think I'm going to have to not consider this a bug. ghostscript isn't needed to run tetex properly, only for xdvi and only if you want to display eps' inside dvi files.

I will consider adding a post install message to tetex that says if you want to display eps files with a dvi viewer you probably want ghostscript.

Is that an acceptable compromise?
