I have configured privacy extensions for IPv6:

I have second computer in the same network. It is laptop running
Arch Linux. On this machine, instead of systemd-networkd, network
is configured by NetworkManager and privacy extensions work just
fine. That suggests that issue is related directly to systemd.
Indeed systemd-228 breaks privacy extensions. I downgraded to 227
and everything works fine.
