Description:
During the upgrade to libvirt 1.2.16-1 pacman prints a warning about differing directory permissions on "/usr/share/polkit-1/rules.d", filesystem uses currently 700 (rwx------) and package assumes 755 (rwxr-xr-x). I checked what polkit 0.112-2 and gnome-control-center 3.16.2-1 use, it is 700 (rwx------)! Therefore I think polkit is right and libvirt is wrong, it is not a perfect guarantee, but in this case I trust polkit itself more and the less permissive permissions.

Not just permissions, it has wrong ownership.

Doesn't really matter, though, since this package has a dep on polkit.
