the tango project (http://tango-project.org) hosts a couple of patches for the kdebase and kdelibs packages, so that they have increased support for the tango icon standard.

the patches can be fetched here:
http://tango-project.org/Installation#Patches_to_KDE

my suggestion is that these are included in future revisions of the kdebase/kdelibs packages.
