Could you describe why we need this dependency ? If I'm correct we dropped it long time ago because it was not used anyway.

I don't immediatly see it listed as a dependency in the ubuntu packages either

There are add-on depending on it. They're allowed to safely assume it's available because of xbmc's dependency. On other platforms it's packed with xbmc, and I'm pretty sure it should be listed in ubuntu package too (as "python-imaging").
