Description:
When I try to run program designer-qt4 program exits with error:
designer-qt4: symbol lookup error: /usr/lib/qt4/plugins/designer/libqscintillaplugin.so: undefined symbol: _ZN13QsciScintillaC1EP7QWidget

Same as #39672, but it hasen't been reopened as requested...

Simply run program designer-qt4.
