Description:
Line 49 of /usr/share/vim/vim74/ftplugin/python.vim contains:

" As suggested by PEP8.
setlocal expandtab shiftwidth=4 softtabstop=4 tabstop=8

In my .vimrc I set tabs to two spaces and that gets overriden. Ive had to comment out that line as a workaround.

Additional comments about closing:  This doesn't seem to be a problem. Upstream seems to be setting a sane default according to PEP8. If you need to override that, please do it as lilydjwg suggested

Set those values in ~/.vim/after/ftplugin/python.vim will work.
