Description:
When the Standard toolbar position is locked in Writer, upon restart it is unlocked again.


Additional info:
* LibreOffice Writer 4.1.3 (also with previous 4.1 versions)
* config and/or log files etc.

We haven't changed anything from 4.1.2 to 4.1.3. If you can confirm this it should be
an upstream bug.
