Description:
systemd 207 waits 2 minutes for nothing during reboot/shutdown under certains conditions

Additional info:
* package version(s) systemd 207-5, system up-to-date, i686 version of archlinux, virtualboxguest addition packages, netctl

Steps to reproduce:

I use virtualbox 4.2.18, i686 version of archlinux, kde 4.11.1

the condition to trigger the bug :

--> type "systemctl" on a console, then exit the console, and try to do a shutdown or reboot, systemd will stop for 2 minutes with this line :

[OK] Removed slice system-netctl.service

if I don't run "systemctl" on a console the bug doesn't occur, it's very strange,

the bug doesn't occur if I use systemd 203 version

you can see the attached file for the screenshot

@andrea: yes it's possible,

since I use systemd 207-5 I get very weird bugs, with systemd 203 all was Ok,

I hope systemd 208 will fix theses bugs
