It comes from upstream https://github.com/linuxmint/Cinnamon/commit/e41e6480d032230864d7faf5a925c9d0b7814bf6
There is the same link in .config/menus but the applications-merged folder exists there though.

I will ask on their IRC but right now it is an upstream thing
