I have /etc/locale.conf:
LANG=en_US.UTF-8

The system is fresh:

I think cron's involvement here is relevant. This isn't a problem with mandb unless you can reproduce it from the commandline.

I'd strongly suggest injecting an "env" call into /etc/cron.daily/man-db to see exactly what the environment is at the time that mandb is called.

Adding export LANG=en_US.UTF-8 to cron.daily/man-db solves it, so...

So as noted in  FS#18722 , this is a cron problem and has nothing to do with man-db.
