Description:
After upgrading to new systemd packages (192-1) commands like w/who/users don't showing logged users. Only "last" show who is actually logged. Downgrade to 189-4 version solve this problem.

Same behaviour here, on x86_64.

Seems like an easy bisect. You can rule out any changes between 191 and 192.

No idea why people even care about these files when better alternatives (loginctl) now exist...

I'm not using systemd and upgraded to systemd 193-1 and initscripts 2012.09.1-1 and it's fixed for me after a reboot.

try # touch /var/run/utmp, but removed at startup. Will try systemd 193-1 from testing.
