According to util-linux Documentation/deprecated.txt[#1]
these tools (newgrp/vipw/vigr) should be used from
shadow-utils package instead of util-linux.
Also looking at source[#2] of these tools you can see: "This command is deprecated. The utility is in maintenance mode, meaning we keep them in source tree for backward compatibility only. Regardless, I'd prefer to hold onto the util-linux version as long as possible since there's almost zero hope of ever seeing a bugfix for vipw/vipr/newgrp (or anything else) in shadow-utils. The alioth maintainer is incredibly dodgy and is, for all intents and purposes, mostly MIA.
