The problem is the package does not create xbmc user and group. Is it ok to use nobody user instead?

It's possible to create users and groups in the install file. Here's an example for ntp: https://projects.archlinux.org/svntogit/packages.git/tree/trunk/install?h=packages/ntp

Without console-kit shutdown and reboot will be not available.
