Description:
in /etc/rc.sysinit, activate_vgs is called a second time after activating encrypted devices from crypttab with read_crypttab (in case there is an LVM within the encrypted device).

Additional info:
- In initscripts-2012.06.3-2, activate_vgs is called when $crypto_unlocked is nonzero (which is set in 2012.07.5-1, but never used)
- In initscripts-2012.07.5-1, activate_vgs is only called when read_crypttab returns nonzero, but this is only after *failing* to open the encrypted device

Steps to reproduce:
- Create an LVM within an encrypted device and set up crypttab appropriately
- Reboot
- The encrypted device will be opened, but the logical volumes aren't made immediately available for mounting
