know so and do so. For example, it should know what to do with systemd and linux, and output messages appropriate for that scenario.

That'd be awesome! ...much better than having a non-bootable system after upgrade!

Yes, this is what dependencies are for. We post news items when exceptions occur that are beyond the current capabilities of pacman. In this case, we did indeed post a news item. You could have avoided an unbootable system by following said advice of the news item.
