Could pacman pick a mirrors from mirrorlist in some smarter
way? Is some way to make pacman notice offline mirror and
not use it temporaly in one session? Some mechanism to keep
mirror list internaly and reorder it dynamicly? If first
mirror is offline pacman should omit this mirror in next
package download / repo check. This mirror should "go down"
in internal list and so on... If it's implemented I missed
it in manual:(
