Description:
the PKGBUILD for sane does not install the pkg-config file sane-backends.pc, other distro does install it, and it can be useful sometimes for developers.

The debian/rules in the ubuntu package simply copies it into the /usr/lib/pkgconfig dir:

# Install the pkg-config file
mkdir -p debian/libsane-dev/usr/lib/$(DEB_HOST_MULTIARCH)/pkgconfig/
cp tools/sane-backends.pc debian/libsane-dev/usr/lib/$(DEB_HOST_MULTIARCH)/pkgconfig/

This might require a optional dependency for pkg-config.
