Since aif now supports syslinux and grub equally, there's no
real reason for grub to remain in the base group. syslinux
isn't in base.

The vast majority of people would be better off with syslinux our grub2.
Furthermore, merely installing a boot loader is not enough to get a booting system (unless I'm mistaken), so requiring the admin to instal the bootloader in addition to configuring it does not seem unreasonable.
