Scilab and OpenCV are to be installed independently; it is SIVP that requires both. You are just missing pkg-config.
1) pacman -S pkg-config
2) install SIVP with ATOMS
Please tell us if that works, so pkg-config can be added as a dep/optdep (reason: needed for some modules). Otherwise, I say it is SIVP's problem (file an upstream report).

The question of dependency warrants a separate FR, mainly because..
If you think in terms of an SIVP package [1], then 'scilab' need not mention anything about 'opencv' (just 'sivp: image/video processing'). However, if you count SIVP as a module and not a package, then yes, the following _might_ make sense:
optdepends=('opencv: if you want to install SIVP')
Think ATOM for Scilab [2] as how you would think CPAN for Perl or PyPi for Python. It really depends on whether you bring in a package or not; there is no right way for this, IMO. Anyway, like I said, this is off-topic to this bug report.
