We also have a Tier 1 mirror in Taiwan you could rsync from: https://www.archlinux.org/mirrors/tku.edu.tw/. Let me know if you decide to change.

In addition, I could not rsync from tku, and I guess it is not a public rsync site.

I may need the contact email of ftp.tku.edu.tw to ask for permission.
