Description:

Currently, the xemacs-sumo package is unpacked in /usr/lib/xemacs. However, according to http://www.xemacs.org/Documentation/packageGuide.html#The_Sumo_Tarball "in recent beta XEmacs (since about 21.5) packages should be untarred in $prefix/share/xemacs, not $prefix/lib/xemacs."

Since the current xemacs package is at 21.5.29-2, the sumo packages are not loaded correctly.
