Description:
After installing quassel on a gnome system I didnt have any icons in quassel. After installing oxygen-icons and restarting quassel they appeared.

Steps to reproduce:
Install quassel withouth having oxygen-icons. Run and see.

Confirmed, change the depend line to "depends=('kdelibs' 'oxygen-icons')".
