I propose that packages uploaded to AUR be rejected if a package of the same name already exists in the other repos.

you don't have to propose that. is already a rule. seems that you, like others, just don't want to read the aur user guidelines.
http://wiki.archlinux.org/index.php/AUR_User_Guidelines#Submitting_Packages_to_UNSUPPORTED

"Check [core], [extra], and [community] for the package. If it is inside any of those repositories in ANY form, DO NOT submit the package (if the current package is broken or is lacking an included feature then please file a bug report in FlySpray). "

Yes, I probably should have filed it as "Feature Request". Also, you shouldn't assume I don't read the rules just because I want to propose enforcing the laws rather than relying on humans to read them, which I deem impossible judging from the packages I see submitted to AUR.

You should also ask the yaourt developers to make a better distinction between official and unsupported packages too.
