I believe that  FS#13370  more accurately reflects this bug as it is not an issue with hplip, but an issue with foomatic-filter (see the bug for more details).

net-snmp is listed as an optional depends for hplip

I can confirm that my HP printer does not work without net-snmp .

1) Before installing net-snmp :-

Cups can detect the printer with this name :
HP_Deskjet_3900_USB_1

But the actual printing fails .
I attached '/var/log/cups/error_access' for reference . You can see this line in the log :
hpijs: error while loading shared libraries: libnetsnmp.so.15: cannot open shared object file: No such file or directory

2) After installing net-snmp :-

Cups detects additional printer name :
HP_Deskjet_3900_USB_CN63M1P21404CK_HPLIP

Adding this printer and testing it works . You can see the name of the working printer ending with HPLIP .

Confirm, also 'scaneimage -L' and xsane can not find scaner without net-snmp.

Most 'hp-...' utils give message:
"error: HPMUDEXT could not be loaded. Please check HPLIP installation."
