Suggestion;

Add the variable TRANS_ARGS to /etc/conf.d/transmissiond and pass it on through /etc/rc.d/transmissiond:

11: [ -z "$PID" ] && su -l -c "/usr/bin/transmission-daemon $TRANS_ARGS" $TRANS_USER

Now you can pass on stuff like "-a 192.168.0.*" and so on for access control.
