I had this problem too at some point when librsvg got updated, with firefox (custom built as well as custom built xulrunner) + tango icons.
I hadnt tried to rebuild the tango-icon-theme, but rebuilding firefox, or reinstalling tango-icon-theme didnt help.
I took the easy way out. I solved it by using hicolor theme instead.
Maybe there should be librsvg rebuilds? I dont follow its development, so i wouldnt know. But i wonder why not many people experienced that.
