FS#12031 - setup forces me to select base-devel packages before installing any packages

Description:
I wanted to install Arch without any packages from base-devel. The setup will not install packages before I have completed "Select Packages", but I only want the base packages without base-devel. Additional info: * package version(s) * config and/or log files etc. Steps to reproduce: 1) Go to "Select Packages". 2) Unselect all packages from base-devel. 3) Select "Install Packages". Now, this lets me install Arch without base-devel, but it's very user unfriendly. |

in archboot setup this is not an issue anymore and i think simo
also fixed this in installer
