I think you'll need to add some install magic to in order to create the new group for systems that just upgrade to a new version of the filesystem package.

Status: not implemented. Mlocate version 0.21-1 in core. No package in testing. Latest upstream version is 0.21.1 (package has been flagged out-of-date). Filesystem 2008.07-1 in core. No package in testing.

/etc/group has the locate group, but so does mlocate

locate is in group now, but are missing in gshadow

filesystem-2009.01-1

$ grep -e uucp -e locate gshadow
$ grep -e uucp -e locate group
uucp::14:
locate::21:

uucp and locate are missing on gshadow

This isnt fixed in mlocate-022 currently in testing either.
