Reason for closing: Not a bug
Additional comments about closing: It's not a bug in our package. When you decide to build a kdelibs without arts, it's your call to install arts when something depending on kdelibs actually needs it.
We will review the possibility of an arts-free kdelibs when we're switching to KDE4.
