I am facing the same problem with exactly the same symptoms, behaving and error messages. I can confirm this problem has appeared after last full system upgrade.
Strange thing is that the problem problaby HW depending. I have two notebooks - HP nc6000 and Fujistsu-Siemens Lifebook S-4572. I've updated both of them but this hal issue has appeared only on FS Lifebook.
This is hwd -e output from my Lifebook. It might help.

Now I can start hald without issues. We only have to wait for the maintainer to check the patch... You can still check it and say if it works in your case (the patch is automatically downloaded as a source).
I am running arch on my Fujitsu-Siemens Lifebook E8410 with a camera and NVIDIA graphics card.
Same problem - resolved with above PKGBUILD - Fujitsu-Siemens S7110
==> Beginne build()...

finaly I had some time to install PKGBUILD provided by Olivier and I can confirm that 'hald' is working properly now. Thanks Olivier.

I faced the same issue of hald not starting. Olivier's PKGBUILD fixed it for me and I'm happy again :)
Hope the patch gets incorporated into Arch soon.
