perl-file-basedir sneed a makedepends on perl-module-build

Steps to reproduce:
If build is attempted without perl-file-basedir, it gives the following output on makepkg:

==> Starting build()...
This module requires Module::Build to install itself.
Install Module::Build now from CPAN? [y]
