I've been preaching about base-devel (mainly on IRC) ever since I learned about it, but I'm holding back on editing several Wiki articles because I haven't seen an official word about it.
So, can we agree on making "base-devel" mandatory? Devs need to discuss this, and once it's been agreed upon, cross-post it to all relevant lists (aur-general in particular), update the wiki, post in http://bbs.archlinux.org/viewforum.php?id=4 and so on.

base-devel is assumed to be installed on user's machine if he wants to build packages (except icons/fonts/etc. packages).
IMO packages in base-devel should not be listed in makedepends (though, in fact, some of them are, some was even added as a "fix" for bug reports).

I don't think we need a hard-and-fast policy made here. Too much bureaucracy and all that.

That said, I'm fairly certain that base-devel was created with the intent of making it a "soft requirement" when building packages, so feel free to update the wiki pages.

IMO base-devel became quite common after some time. Its also mentioned in the Begginers Guide which is part of the ISO. Im closing this. :)
