Description: bluetooth-applet doesn't show a PIN entry dialog when required during pairing.
I suspect this is a dbus problem.
dbus is running for my GNOME session:

[neil@aurora ~]$ ps ax |grep dbus
7652 ? Ss 0:00 /usr/bin/dbus-daemon --system
7861 ? Ss 0:00 dbus-daemon --fork --print-address 18 --print-pid 20 --session

Additional info:
* bluez-gnome-0.14-1
bluez-libs 3.20-1
bluez-utils 3.20-1
gnome-bluetooth 0.9.1-1
libbtctl 0.9.0-1
nautilus-sendto 0.12-1

* standard /etc/hcid.conf i.e. security user;

Steps to reproduce:
1) configure hcid for user security
2) pair from a mobile phone to the system
3) enter a PIN on mobile phone
4) bluetooth notification icon flashes -- a PIN entry dialog should be displayed but it isn't
5) the pairing operation results in failure

Reason for closing:  Not a bug

The reference to /etc/hcid.conf should, of course, be /etc/bluetooth/hcid.conf

Hi, I'm unable to duplicate. The tray icon starts flashing when bluetooth-applet receives a request for pairing, and when I click the tray icon I get a prompt to enter passkey. I don't have any "pin_helper" specified in hcid.conf either.

I'll investigate some more. The documentation on bluez is somewhat lacking but I believe that pin_helper is now obsolete and passkey is no longer used either.

Cleared /var/lib/bluetooth/* and phone's device list and now it pairs successfully with a passkey dialog issued by bluetooth-applet.

I guess this task can be closed but there do seem to be issues with bluetooth on Arch that I haven't experienced on Gentoo and Ubuntu. I suppose it could be a general regression with gnome-2.20.x.
