If i unplug and plug again my external USB mouse, X don't see it.
I need restart X server.
With xf86-input-evdev-1.1.5-4 was worked correctly.

what does your /etc/X11/xorg.conf input section look like? i'm having a similar problem (starting with xf86-input-evdev-1.2.0-1 as well), except X doesn't recognize my mouse at all. the cursor is there, but it does not move. i fixed it temporarily by changing the configuration to point to the /dev entry instead of the device name (the correct way to configure evdev; from /proc/bus/input/devices)

I always have used /dev entry, my input section is:

Section "InputDevice"
Identifier "extmouse"
Driver "evdev"

Option "Name" "A4Tech USB Optical Mouse"
Option "Device" "/dev/input/event13"
EndSection

I use synaptics touchpad (which work fine), and USB mouse A4Tech WOP-35PU.
Mouse work only if i restart X.

Have the same problem.

xorg.conf:

The input id changes when i connect it several time. Dont know if its related.

This is not a bug in xf86-input-evdev more than it is in kernel26/udev. If the device ID changes evdev will not rescan busses since dbus/hal support in xorg-server is still experimental/broken and thus has *not yet ever* been enabled. It seems the behaviour of kernel26/udev has changed. Use xf86-input-mouse and switch to /dev/input/mice as Device unless either project will fix the issues.

The problem is still there, this is a very bad issue for laptop users. Also activating hal support in xorg is no solution because it randomly freezes my system.
