If neither of these files exist, I don't see why pacman reported a file conflicts. It looks more like a pacman problem or another problem on your system that a fluxbox packaging issue.

Did you force upgrade of fluxbox since that time?
If not - is this reproduceable? It would be nice to see the output with --debug switch.

I've ended up forcing the upgrade of fluxbox. I could downgrade it to the previous version (rc3) though to reproduce the problem but I don't have it on my cache anymore.
